DOT's strategic plan does not address Amtrak's dreadful progress on becoming 100% accessible under Congress' "Make accessible" requirement for Amtrak. A final strategic plan should include the following measurable goals:
1.Opening and completing an Inspector General's investigation and financial audit of Amtrak's approach toward accessibility with specific attention to extraordinary admin and legal costs, rebuilding almost completely accessible facilities ahead of inaccessible facilities.
2.Create and staff positions in DOT OST with the singular authority and charge of overseeing and amending Amtrak's 504 ADA accessibility plans, budgeting, vehicle procurement, customer care, etc. The individual(s) should be prominent people with disabilities and transit experts. The positions should report directly to the Secretary and issue semi-annual reports to Congress outlining progress to date and identify barriers to progress whether within Amtrak or USDOT
3.Withold federal funds until the Amtrak Board of Directors reviews and approves a "Make Accessible" plan for ALL Amtrak services and facilities.
4.Prioritize addressing completely inaccessible platforms, station restrooms and stations that lack accessible track crossings.
5.Cease all car overhauls that do not provide 42" vestibules and dual mode audio/visual announcements.
