Ensure better equal opportunity compliance on DOT construction sites by discussing equal opportunity contract terms starting with the pre bid process. Then follow up through sustained on-site monitoring and enforcement. Many of the Construction Contractors Annual EEO reports to the DOT have less women and other under represented groups than are available and certainly far less than the federal goals.
Institute oversight committees to coordinate, monitor and improve equal opportunity on mega projects. Oversight committees have improved the numbers of women working and in many instances achieved numbers far higher than 3%.
Strengthen and expand On the Job Training and Supportive Services Programs to ensure that State Transportation Agencies draw down the available money to support women and other underrepresented groups' access to high-wage careers. Many State Transportation Agencies are not drawing down the money despite numerous requests by reputable pre apprenticeship programs.
